Tendering & Bidding Officer (Total FM)

JOB PURPOSE:

To lead the end-to-end bidding process for large-scale Total Facilities Management (TFM) tenders. This officer will be responsible for synthesizing inputs from technical, operational, and financial teams to produce winning, compliant, and commercially viable proposals.

KEY RESPONSIBILITIES:

Tender Submissions & Tender Pipeline:

• Lead the full lifecycle of the bid, from EOI (Expression of Interest) and Prequalification (PQQ) to final submission. F/up on the progress of the status with clients after submissions and manage communication during post bidding stage.

Technical Writing & Coordination:

• Collaborate with internal & external stakeholders to draft technical methodologies for Hard Services (HVAC, MEP), Soft Services (Cleaning, Landscaping), and specialized Waste Management solutions.

Commercial Strategy:

• Work with cross functionally with teams to develop competitive pricing models. Analyze labor rates, consumables, and specialized equipment costs specific to the UAE market.

Compliance & Risk:

• Ensure all submissions strictly adhere to the instructions in the RFP (Request for Proposal). Identify potential commercial risks or “hidden” costs in the tender clauses.

Site Visits & Clarifications:

• Collaborate with operations team for site visits across the Emirates and manage the formal “Request for Information” (RFI) process with clients.

Post-Submission Support:

• Prepare presentations for technical workshops and lead negotiations during the post-tender clarification stage.

Job Requirements

• Bachelor’s degree in engineering, Business Administration, or a related field
• Minimum 5 years of experience in tendering and bidding within Facilities Management or related industries
• Strong knowledge of UAE FM market, labor rates, consumables, and equipment costing
• Proven experience in preparing technical and commercial proposals
• Excellent technical writing, coordination, and presentation skills
• Strong attention to detail and ability to meet tight deadlines
• Arabic language skills preferred
